timestamp has changed compared to previous queue timestamp
I param (de)serialize timestamp_flag represents changes in sec and extendedtimestamp_flag is changes in nsec, and can be set independently of each other.

Added a meson option serialize_extended_timestamp for enabling this feature as it is not backward compatible
